# Stage389 — Independent Assessment Package Dual External Timestamp Anchoring & Verification Gate

Stage389 extends Stage388 without modifying the Stage388 canonical evidence package.

The purpose of Stage389 is to bind the finalized Stage388 assessment evidence package to two independent external time-verification mechanisms:

- RFC3161
- OpenTimestamps

Both mechanisms must refer to the same Stage388 Evidence Manifest.

Stage389 does not declare success unless both external timestamp mechanisms are independently and cryptographically verified.

Stage389 timestamps the same Stage388 Evidence Manifest through both RFC3161 and OpenTimestamps.

## RFC3161 Current State

RFC3161 raw timestamp material remains private.

The Stage389 verifier cryptographically verifies the RFC3161 timestamp response using OpenSSL and derives the public verification state from actual proof material rather than trusting Boolean metadata claims.

The deterministic Stage389 result records a semantic verification fingerprint rather than embedding an execution-specific raw verification-output hash.

## OpenTimestamps Current State

A real OpenTimestamps proof has been generated for the same Stage388 Evidence Manifest.

The current state is not treated as a valid OpenTimestamps confirmation.

It is also not misclassified as a cryptographically invalid proof solely because the local Bitcoin verification environment does not yet have sufficient blockchain data.

Success remains prohibited until OpenTimestamps verification actually succeeds.

## Fail-Closed Policy

Stage389 does not trust public JSON Boolean claims as cryptographic proof.

The verifier derives the external timestamp state from real verification material.

The following conditions cannot produce a false success:

- forged RFC3161 Boolean verification claims
- forged OpenTimestamps Boolean verification claims
- Stage388 Evidence Manifest tampering
- timestamp subject SHA-256 mismatch
- Stage388 canonical package hash mismatch
- Stage388 canonical entry-count mismatch

- OpenTimestamps subject mismatch
- source-stage mismatch
- missing required evidence
- OpenTimestamps pending or incomplete verification

The Stage389 Fail-Closed regression suite currently contains 10 negative tests.

Current result:

## Deterministic Verification

Stage389 separates execution-specific external-tool output from deterministic security state.

The canonical Stage389 result uses semantic verification fingerprints for:

- RFC3161
- OpenTimestamps

This prevents temporary-path names, local runtime output, Bitcoin synchronization progress, or similar execution-specific text from changing the deterministic security result when the underlying security state has not changed.

The Stage389 verifier has been checked by repeated execution and produces byte-for-byte identical non-empty JSON for the same verification state.

## Publication Boundary

Stage389 publishes only reviewed public verification metadata.

Stage389 does not publish raw timestamp proof material.

The following remain outside the public repository boundary:

- `core/`
- `private_core/`
- `private/`
- `secrets/`
- `keys/`
- `imported/`
- RFC3161 raw response material
- OpenTimestamps raw `.ots` proof material
- private cryptographic keys
- private seeds
- credentials
- access tokens
- GitHub secrets
- private QKD key material

The public Stage389 metadata may contain hashes, status values, semantic verification fingerprints, verification policies, contracts, and deterministic verification results.

## Important Non-Claims

Stage389 does not claim:

`external_assessment_completed = true`

`formal_certification = true`

`system_wide_formal_acceptance = true`

`entire_system_quantum_safe = true`

These values remain explicitly false:

`system_wide_formal_acceptance = false`

`entire_system_quantum_safe = false`

Stage389 also does not claim dual external timestamp completion while OpenTimestamps remains unverified.

## Completion Condition

Stage389 can only reach the success decision when all required Stage388 bindings remain valid and both external timestamp mechanisms independently verify.

Required final state:

`rfc3161_verified = true`

`opentimestamps_verified = true`

`dual_timestamp_verified = true`

Only then may the decision become:

`independent_assessment_package_dual_timestamp_verified`

Until then:

`dual_timestamp_pending`

is the correct state.
