# Stage388 — Independent Assessment Readiness & Evidence Package Gate

Stage388 prepares the public verification evidence inherited from Stage387
for independent assessment by external researchers, OSS security communities,
and security professionals.

Stage388 does not modify the verified Stage387 result.

## Purpose

Stage388 organizes the inherited verification evidence into a deterministic
and Fail-Closed independent-assessment package.

The package defines:

- assessment scope
- threat model
- trust boundaries
- guarantees
- non-guarantees
- known limitations
- normal-path tests
- negative Fail-Closed tests
- Stage387 provenance
- evidence-package membership
- SHA-256 bindings
- canonical package hash
- independent verification procedures

Inherited Stage387 decision:

Stage388 does not modify that inherited decision.

## Stage388 Success Decision

The Stage388 success decision is:

`independent_assessment_evidence_package_ready`

This means only that the evidence package is ready for external independent
assessment.

It does not mean that an external assessment has already been completed.

## Mandatory Non-Claims

Even when Stage388 succeeds, the following values must remain false:

`external_assessment_completed = false`

`formal_certification = false`

`system_wide_formal_acceptance = false`

`entire_system_quantum_safe = false`

Any unauthorized promotion of these states is rejected Fail-Closed.

## Fail-Closed Verification

Stage388 currently verifies rejection of at least the following conditions:

1. Stage387 result tampering
2. required evidence missing
3. Stage387 SHA-256 mismatch
4. private material publication
5. unauthorized external-assessment completion claim
6. unauthorized formal-certification claim
7. unauthorized system-wide acceptance claim
8. unauthorized entire-system quantum-safe claim
9. Stage387 source-commit mismatch
10. unauthorized success-decision promotion

## Local Verification

Run the Stage388 base verifier:

Publication Boundary

Stage388 does not publish:

core/
private_core/
private/
secrets/
keys/
imported/
private cryptographic keys
private seeds
KeyGen seeds
credentials
access tokens
GitHub secrets
private QKD key material

Public verification keys and reviewed public evidence may remain public where
required for independent verification.

Stage389 Boundary

Stage388 does not claim RFC3161 or OpenTimestamps completion for the canonical
package.

Those external time anchors are intentionally deferred to Stage389.

Therefore Stage388 must retain:

rfc3161_verified = false

opentimestamps_verified = false

dual_timestamp_verified = false

The Stage388 final canonical package hash will become the Stage389 timestamp
target only after the complete Stage388 assessment package is finalized.
